The Bank of Central African States (BEAC) has established the implementation of a Credit Information Bureau (CIB) for the CEMAC region.

The Bank of Central African States (BEAC) has established the implementation of a Credit Information Bureau (CIB) for the CEMAC region.

 

This new measure is designed to promote better access to bank credit, ensure fair credit pricing, and provide an effective tool to reduce information asymmetry between lenders and borrowers.

 

In accordance with BEAC Instruction N° 010/2020, which sets out the procedures for obtaining client consent in the context of credit information sharing within the CEMAC region, this requirement applies to all credit institutions, microfinance institutions, and payment institutions.

 

As a financial institution, your bank must ensure strict compliance with this instruction, which specifically requires that:

  • All users of credit information must obtain the prior consent of their clients, whether individuals or legal entities, before consulting their credit information with the Credit Information Bureau.

 

Such consent is required for every credit application, for monitoring the credit relationship for risk assessment purposes, or for any other authorized use.

 

Accordingly, we will provide you with all the necessary information to obtain your consent, including:

  • The types of data and information that may be consulted;
  • The confidentiality safeguards and the retention period of the information obtained from the CIB;
  • The possible consequences of refusing to grant consent for consultation of your information by the CIB.

 

For overdraft authorizations, loan applications, or deferred payment services via the Internet, client consent may be obtained electronically through secure platforms that ensure: client authentication, integrity and confidentiality of the consent form, identification of the issuing institution, non-repudiation, as well as availability and archiving of the consent questionnaire.
